What’s New in Child Welfare: Practice Model Overview

Lutz has worked with OKDHS for the past couple of years on the Child Welfare Practice Standard and Practice Model. She will provide an overview of the child welfare system, including efforts to better communicate with families at the point of assessing safety of children and placement decisions when out-of-home care is necessary.

Russia’s child welfare system is evolving. After the October Revolution of 1917, all children were declared to be wards of the state in order to standardize their care and upbringing. This policy led to the development of children’s homes (orphanages) and other forms of group or community care.

Other European models citizens are entitled to basic security benefits which are usually established on a rate basis or contribution.
